Health Policy Director, Anthem Public Policy Institute

This position will be located onsite in Washington, DC


The Health Policy Director, Public Policy Institute (PPI), will be responsible for initiating and leading research and analysis for a portfolio of public policy issues. Knowledge of and experience in a broad range policy issues including: health care costs and affordability; regulation of prescription drug access, costs, and reimbursement; insurance coverage and benefit design including ACA, Medicare Advantage and Part D; social determinants of health; payment and delivery reform; and regulation of software and digital health solutions is desired.


Primary duties may include, but are not limited to:

  • Maintains and builds a portfolio of public policy research areas to promote enterprise thought leadership with respect to some or all of the above listed policy issues; builds the PPI’s research agenda in these areas; and manages related components of the PPI’s strategic and operational plan.
  • Fosters relationships with Public Affairs staff, business leaders, and Anthem SMEs to ensure that the PPI’s research agenda supports enterprise goals and reflects and leverages enterprise resources and expertise.
  • Conceptualizes and conducts research and analysis and writes white papers and issue briefs that support enterprise objectives, business strategy, and policy development.
  • Thinks critically and creatively to identify data assets, research questions, and analytic methodologies to respond to business needs and contribute to the public policy discourse.
  • Ensures availability of persuasive advocacy materials that translate findings of research and analysis.
  • Coordinates activities related to research and analysis including:  oversight of external consultants and vendors and coordination of internal resources applicable to research projects.
  • Keeps apprised of proposed legislation and regulations to identify moderately complex public policy issues, assess the impact on the business, and develop proposals for research projects and data analysis to support the enterprise position.
  • Partners with Public Affairs, Public Policy, and State/Federal Government Affairs areas to achieve departmental and enterprise-wide goals.
  • Participates in workgroups and/or research endeavors hosted by external industry groups to provide content and technical expertise to more effectively support enterprise goals.
  • Cultivates relationships with external groups, academic institutions, and other experts that could serve as partners to PPI in development of research and/or data analysis.
  • Supports internal and external communications to promote PPI research and findings.



  • Requires a BA/BS in a related field; 8 years of experience in health policy development and/or research; or any combination of education and experience, which would provide an equivalent background.
  • Advanced degree in public policy, public health, economics, statistics, business, law, or a related field preferred.
  • Experience working with publicly available data, such as relevant to Medicare Advantage and Part D, and data analysis tools such as Excel, Stata, SPSS or SAS preferred.
  • Strong writing skills with attention to detail and data accuracy required. Knowledge of current policy issues impacting the business and industry required. 
  • Successful applicant will be a self-starter, who anticipates opportunities and challenges, and approaches solutions strategically and creatively. The applicant must have excellent communication skills, be detail oriented, and be able to work effectively both independently and collaboratively. 
  • Must be able to sit onsite in the DC office.
