The Director II of Technology will manage the applications within the commercial claims tower.  The Director will interact closely with internal business leadership, external business partners as well as external vendors.  The Director must be a strategic thinker, with the ability to envision future state and communicate that vision to the delivery teams and senior leadership. The Director must be able to execute on the defined vision.  The Director must be able to manage the transformation of the business and transformation of the technology that will help leapfrog our business.  The Director must have extensive financial acumen with what-if analysis skills as well as Anthem’s annual budget process.

 

Responsible for leading and managing direction of information system and programming activities. Directs multiple work functions or major projects/programs with broad scope and strategic business impact.

 
Primary duties may include, but are not limited to:
  • Interfaces with key Information Technology (IT) solution vendors; develops strategies and facilitates performance measurement plans to optimize vendor and associate performance and outcomes.
  • Develops Technology Plan and Forecast for an enterprise application, enterprise-wide tool, infrastructure, or a center or domain that is equivalent in scope and complexity.
  • Manages a domain or suite of applications (or the equivalent capital and/or level of responsibility).
  • Oversees strategic planning, budget development, and management for a single large or multiple cost centers, contract compliance, and any necessary integration of government regulatory requirements.
  • Ensures disaster recovery and business continuity plan are implemented, monitored, and updated on a recurring basis.
  • Delivers and supports system solutions that support the operations of their functional areas on a 24x7x365 basis.
  • Plans and executes annual projects while maintaining profit and loss (P&L) responsibility.
  • Establishes and maintains collaborative relationships with key business partners.
  • Hires, trains, coaches, counsels, and evaluates performance of direct reports.
  • Lead and manage all aspects of the software development lifecycle (SDLC) and move the delivery of work using Agile methodology.
  • Determine the optimal short term and long-term staffing plan by role and by quarter.  Utilize associate subject matter experts to achieve maximum output.  Analyze multiple vendors for the resources with the most systems expertise and cost efficiencies.  Partner with global in house center to maximize the delivery with quality from the GIC.
  • Provides overall strategic analysis and direction to senior management.
  • Develop Program and Project level financial forecast and budget projections on a quarterly basis.
  • Conduct performance evaluations, make hiring and termination decisions, and handle disciplinary action in collaboration with the Human Resources Department.
  • Deliver on strategy to clear legacy platforms of all lines of business (Commercial and Government)
  • Establish business objectives and integrate operational plans.
  • Negotiate the resolution of intra-organizational issues in the balanced best interests of the business.
  • Travel up to 25%.
  • Lead and manage all aspects of the software development lifecycle (SDLC) associated with platform migrations. 

Qualifications:
  • Requires BA/BS in Computer Science or related field; 8+ years of IT management experience, broad knowledge of the function/area being managed, ability to manage multiple tasks and projects; or any combination of education and experience, which would provide an equivalent background.
  • Experience, expertise and/or specific certification may be required.
  • Health insurance industry experience is a must. Experience in blue plans are preferred. 
  • Good oral and written communication skills are critical.
  • MBA preferred.
